Austerity – it can really drive you Wilde…

Dr Sue Konzelmann, author of Austerity, discusses the long-term impact of a policy that places price before value.

Over the last decade, most of us have been on the receiving end of innumerable attempts to justify continued austerity in the UK, all of which have had one thing in common – they focus purely on money. There has been much talk of public deficits and debt – although at times, even our prime ministers have confused one with the other. The impression you get is that everything has a price; and when it comes to austerity, that’s all that matters. In the words of Oscar Wilde’s Lord Darlington, a cynic is “a man who knows the price of everything and the value of nothing.”

There has been a fair amount of cynicism in discussions about austerity. For example, the value of spending over £136bn in public funds bailing out the banks following the 2008 financial crisis would be questionable enough in itself, without then using it as an excuse to deprive so many tax payers of essential government support services – especially since, as described in my new book, Austerity, the case of Iceland had clearly shown that there was a viable policy alternative to austerity. But whilst it all came down to cash at Westminster, the vast majority of us were losing essential public services that we use, value and, in many cases, depend upon.

If this continues, our society will soon begin to unravel at an even more alarming rate, as we cut the ties that bind it together. Cuts to local authority spending have already had a drastic effect on the level and effectiveness of social services, whilst you hear a lot on the TV – on a daily basis – about the devastating effects of cuts to the police and emergency services.

The corrosive effects of multiple cuts, acting together, became all too clear whilst filming a video about austerity at the Euston food bank – but that’s something you hear a lot less about in the news.

Perhaps counterintuitively, the vast majority of people who have been forced to use the food bank since it was set up in 2010 are actually in work. But the government’s attempts to save money through changes in the benefit system, like Universal Credit, has meant that people claiming it would not get a payment for up to five weeks. How many of us would be comfortable about missing a month’s salary – or more? Not many, I suspect.

It also turns out that in order to avoid homelessness, many Euston food bank users are choosing to pay their rent, rather than buy food. This is probably rather less surprising, given that the average UK household income is around £28,000 – and renting a two bed flat anywhere in that part of London will cost around £2,000 a month. Cuts to social care have also resulted in rising homelessness – and another source of people reliant on food banks.

Austerity, as a single policy, is a very blunt instrument, that has focused on price, rather than value. As a result, it has critically impacted many inter-related policy areas. Undoing its damage will therefore mean not only sharply revising policies in such areas of affordable housing, employment, health, education and social services; it will also require changes in benefit structures and delivery – to ensure that they work together as seamlessly as possible.

In a world where it is, for some unknown reason, apparently impossible to integrate such obviously linked services as the NHS and social care, this vision might seem ambitious. It shouldn’t be. In the words of Oscar Wilde’s Lord Darlington once again, “we are all in the gutter, but some of us are looking at the stars.”

What drives efficiency in knowledge transfer?

Dr Federica Rossi, lecturer in business economics discusses increasing expectations on universities to demonstrate the positive economic and social impacts of their activities, and her research into measuring the efficiency of their efforts. 

Knowledge transfer is a term used to encompass a broad range of activities to support mutually beneficial collaborations between universities, businesses and the public sector. In the face of demands from funding bodies and ultimately taxpayers, universities all over the world are increasingly expected to demonstrate that their activities have a positive economic and social impact. Direct knowledge transfer to businesses, governments and society in general allows universities to make a visible contribution outside the ‘ivory tower’ of academia and can also help them to raise additional funds.

Measuring efficiency

Since knowledge transfer has become as important as a university’s longstanding commitment to teaching and research, the question of how well they perform this mission has gained prominence. Most universities attempt to measure performance in knowledge transfer, but focus on a quantity of outputs rather than the quality or efficiency. Even studies that measure efficiency tend to focus on a limited set of knowledge transfer activities, like technology through the commercialisation of patent licenses, creation of spin-out companies or research contracting with industry.

However, universities fulfil their knowledge transfer mission through many other activities, which include delivering knowledge-intensive services such as consultancies, clinical tests, prototypes and professional development courses, engaging in informal networks and staff exchanges with industry, contributing to community regeneration programmes and engaging with the public through different media.

Findings

The efficiency of 97 universities in the United Kingdom was measured for a range of knowledge transfer activities: research contracts, consultancies, professional development courses, generation of intellectual property and public engagement. Compared with a restrictive definition of knowledge transfer that only includes research contracts and intellectual property, this broader approach produces a different ranking for the most efficient universities: more universities achieve efficiency, and the distribution of efficiency scores is less skewed.

The universities that increase their efficiency when a broader definition of knowledge transfer is used have a lower share of staff in medicine and natural sciences and a higher share of staff in the arts and humanities; they are less likely to have a university hospital, and are more teaching-intensive. By adopting a broader approach to measuring knowledge transfer, some universities that are less research-oriented and less focused on science and medicine can better demonstrate their efficiency. More efficient institutions have a larger amount of staff and students; they are older, but have a more recently established knowledge transfer office; and they are specialised in a few subject areas (although some diversified universities are also efficient). Research, teaching intensity, and geographical location do not have a significant effect on efficiency.

Implications

The findings suggest that universities with different production models can be equally efficient in generating knowledge transfer outputs, and that research intensity is not a prerequisite for efficiency. Universities can achieve efficiency by adopting a model of knowledge transfer engagement that is consistent with their resources, without needing to replicate the knowledge transfer strategies of prominent institutions whose resources may be very different. By improving their reputation for excellence in specific activities that best fit the institution’s resources, universities may increase their ability to generate further knowledge transfer outputs. In fact, institutional reputation appears to increase knowledge transfer opportunities, with more reputable older, larger and diversified institutions achieving greater efficiency.

Another implication of the findings is that, rather than having an established Knowledge Transfer Office (KTO), what affects efficiency are its practices and policies, and the professionalism of its staff. KTOs therefore need to invest in staff training and in the development of best practices. Developing specialised, subject-specific skills and structures to support knowledge transfer, rather than generic ones may also pay off.

While performance is often measured by looking at outputs, thinking about performance in terms of efficiency helps us recognise that universities work with very different resources, which affects the nature of their knowledge transfer engagement. Changes in the resources available to universities, through potential changes in the rules governing the allocation of public funds, will also change their ability to engage in knowledge transfer.

Policymakers need to think systematically about the effect of changes in funding for research and teaching (for example, the replacement of recurrent grants with competitive funding) on a university’s ability to engage in knowledge transfer. The relationship between funding sources and knowledge transfer strategies, which has been largely unexplored to date, would merit greater attention from both researchers and policymakers.

My experience at Birkbeck as a Leverhulme Visiting Professor and its impact on my research

As my semester at Birkbeck is all too soon about to come to a close, I briefly pause to take stock on how my experience has added up to a rich, rewarding and unique contribution in furtherance of my research. I have greatly benefited from exchanges with faculty and students at Birkbeck as well as at other UK universities where I made various presentations as part of my Leverhulme obligations.

For many years, my research has focused on how pluralist societies that are divided along religious, ideological, ethnic and cultural lines can live together in an institutional setting and under laws that they could all genuinely accept as legitimate. In the past, I have conducted separate inquiries within my various fields of expertise, namely legal and political philosophy, on the one hand, and American and comparative constitutional law, on the other. My work has always been interdisciplinary and comparative and I have elaborated a normative pluralist perspective that I have named “comprehensive pluralism”. In the past, I have explored the latter’s implications for each  of my separate fields of inquiry, and more recently, in conjunction with my Leverhulme award and my coming to Birkbeck, I have concentrated on integrating and harmonizing the insights and the learning that I had gathered from my separate areas of inquiry.

Three subjects present particularly difficult challenges to any attempt to balance unity and respect for a plurality of viewpoints and basic commitments within a constitutional democracy. The first of these is the handling of crises that threaten the physical or psychological well-being of the citizenry, such as in the case of global or international terrorism. The second subject is religion, particularly in view of its revival, re-politicization, the growth of fundamentalism, and diversification primarily through migration, which have been prevalent in the last few decades.  This has led to various clashes between secularism and religion as well as among diverse religions, and has raised questions about the viability and legitimacy of constitutional secularism which has long been deemed an essential prerequisite to the success of the modern democratic state. Finally, the third subject is the broad question of justice within a pluralist constitutional society in which people disagree over what the good life consists in and over what political society should require from, and provide to, each of its members.

I have had a chance to explore all of these subjects in my various Leverhulme interventions, starting with my Leverhulme lecture I at Birkbeck on October 31, 2014 on “Constitutionalism, Globalisation and Ethno-religious conflict” in which I addressed all three of the above subjects. At a faculty legal philosophy workshop at King’s College I focused on the subject of justice, and presented a paper entitled “Is Justice All-Encompassing or Subject to Moral Override?” in which I explore the role of justice in pluralist societies where there is wide disagreement about moral values and what should count as the good for all. At the University of Glasgow, I co-taught with Professor Adam Tomkins of that university an advanced seminar class that focused on comparing how the UK and the US have handled the international terrorist threat through legislation and judicial intervention. I addressed the constitutional problems posed by the increased politicization of religion at a faculty workshop at Westminster University where I had a political theorist, Professor Chantal Mouffe, as my principal interlocutor. A few days later, I had a further discussion of the new challenges posed by religion in front of a diverse, interdisciplinary audience at a Public Law Discussion Group meeting at the Oxford University Law School. Finally, in what has thus far proven the most enriching and rewarding experience in terms of my current research projects, on December 5, 2014, a full day workshop was held at Birkbeck in which eight scholars, including Professors Marinos Diamantides and Anton Schutz from Birkbeck, and various scholars from other UK universities and from France and Italy, provided invaluable comments, criticisms and suggestions on my paper entitled “Constitutional Theology?” in which I provide a very preliminary analysis of a major issue that I intend to make the subject of a book project:  in the context of the daunting new challenges posed by the revival of religion and post-modern critiques, should modern constitutionalism rooted in the Enlightenment be reconceived as elaborating a theology of its own–albeit one that does not appeal to the transcendent or the metaphysical–or as that which remains distinct from all theology and that may be reframed so as to preserve a its capacity to mediate among competing religious and non-religious ideologies?

I look forward to my last official intervention of this extraordinary semester that I have spent at Birkbeck, the Leverhulme II Lecture on “Post-Secular Constitutionalism“, which will take place on Friday 12 December 2014. In that lecture, I will address certain aspects of some of the subjects mentioned above, and in particular how secularism might best fare in view of the various religious and post-modern challenges it has encountered in the past couple decades. Would secularism fare better in the future by remaining firmly anchored in the institutional framework established by the constitution? Or would it be better off by being recast as one ideology among the many that are deserving of constitutional recognition and protection?
